Support the Ministry of Environment work to develop the monitoring system of climate change financing in the private sector.The consultant will carry out the following activities:- Develop the design of the monitoring system of climate change financing in the private sector, considering its alignment with NDC adaptation and mitigation monitoring under the Peruvian System for Monitoring Adaptation and Mitigation Measures.
- Cocreate the design of methodology guidelines for monitoring climate change financing in the private sector in order to fulfil the mandates of the Regulation of the Framework Law on Climate Change.
- Identify relevant stakeholders for the objectives linked to the design of the monitoring system of climate change financing in the private sector, and propose actions to engage with the identified actors.
- Identify and support the organization and implementation of activities with stakeholders in order to strengthen knowledge of climate finance in the financial sector, increase private and financial sector participation in climate finance and implement the monitoring system of climate change financing in the private sector.
- Provide inputs to the national climate finance strategy for implementing adaptation and mitigation NDC.
- Co-lead the capacity building processes of the public and private sectors regarding the climate finance strategy and monitoring system.

1. Purpose.The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)As part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Peru has submitted its Nationally Determined Contributions (NDC) with an emission reduction goal of 20% of business as usual (BAU) Greenhouse Gas (GHG) emission for 2030, including a 30% reduction scenario based on available financial resources, and five priority sectors for adaptation actions during the same established period: water resources, agriculture, fisheries, forestry and health.Moreover, the Paris Agreement, in its Article 13, raises the need for Parties to have an enhanced transparency framework that allows information to be available to assess if the necessary is being done in relation to compliance with the commitments assumed to face climate change. This is a major challenge, especially for developing countries, which implies having the technical and institutional capacities to meet the reporting requirements, and the strategic planning to reduce GHG emissions with resilience.The Capacity Building Initiative for Transparency Fund (CBIT), administered by the Global Environment Facility (GEF), supports the Peruvian government in improving its capacities to track and evaluate mitigation and adaptation within its Nationaally Determined Contributions (NDCs), as well as financial resources that are used to work on these issues, contributing to improve the national transparency framework and the decision-making processes related to climate change. The Ministry of Environment is the executing agency for the CBIT project in Peru, as the national climate change authority and in charge of the NDC progress tracking. The United Nations Environment Programme (UNEP) contributes to the CBIT Project in Peru as the implementing agency.
